Grove Village, Ardwick, South East Manchester
Comprising 1,090 two-storey flats and houses, Plymouth Grove in south east Manchester, was built in the 1970s as a Radburn estate. This design approach separates pedestrian and vehicular movement, with houses fronting either footpaths or central green spaces in short cul-de-sacs with cars confined to peripheral roads and parking courts.
A steering group of estate representatives and members and officers from Manchester City Council wanted to create a new sustainable, mixed tenure, well managed and well-served urban village. To do it they selected a private sector led team, the Grove Village Consortium.
The estate was the first of eight Government backed private finance initiative (PFI) housing projects. The project used PFI funding creatively in a design-led masterplanning process to physically transform an area. It used selective demolition and new build, refurbishment, environmental works and neighbourhood management.
